Consulting on CE marking IEC 60076 Certification for 3-phase power transformers according to Directive (EU) 2019/1783 of the European Commission and amendment to Regulation (EU) No. 548/2014 at Hitachi Energy Vietnam Company.
VINTECOM International has conducted a CE Marking Certification Consulting program for Hitachi Energy Vietnam's 3-phase transformers that are eligible to enter the EU market in accordance with IEC 60076 standards and specific regulations under Directive (EU) 2019/1783 of the European Commission and amendments to Regulation (EU) No. 548/2014. The certification of CE Marking on transformer products aims to demonstrate that Hitachi Energy Vietnam's products meet the strict requirements of the European Union on quality, safety, health and environmental protection. Implementation and compliance with CE marking certification for transformer products must ensure that:
1. The organization must clearly identify which Directives must be complied with according to the scope of product registration
- Transformers covered by various CE directives must comply with the directives applied in the EU market including:
- Low Voltage Directive (LVD) 2014/35/EU: Applies to equipment with voltages from 50 V to 1000 V (AC) or 75 V to 1500 V (DC).
- Electromagnetic Compatibility Directive (EMC) 2014/30/EU: Regulates the electromagnetic compatibility requirements of equipment so that it does not cause interference or is affected by interference from other equipment.
- Machinery Directive (MD) 2006/42/EC: where transformers are part of complex systems.
- Eco-design Directive (2009/125/EC): Requirements for energy efficiency and energy saving.
2. Compliance with IEC 60076
- IEC 60076 is an international standard dealing with the technical requirements and tests for transformers, including:
- Part 1: General requirements.
- Part 2: Temperature rise.
- Part 3: Insulation levels.
- Part 5: Ability to withstand short-circuit.
- Part 7: Distribution and safety transformers.
- This standard must be complied with to ensure that transformers meet the minimum technical requirements, including tests and criteria for performance, protection against overload, and insulation safety.
3. Assessment of compliance with the quality and technical management system
- Initial assessment: VINTECOM International has conducted an assessment of the initial transformer product technical dossier to ensure that the basic initial certification conditions are suitable for the registration of CE marking certification of the product in compliance with the CE directives. This includes performing tests according to IEC 60076 to ensure that the transformer meets the technical requirements.
- Formal assessment: VINTECOM International supports the factory in conducting a quality assessment of the product dossier including the technical dossier components to ensure the validity and compliance of the regulations of the third-party independent certification body (Notified Body) recognized by the EU Commission to confirm that the product complies with the requirements of quality, safety, environment and performance.

4. Preparation of product technical documents
VINTECOM International supports the Manufacturer in evaluating and reviewing the standards and preparing the Technical File for the product, including the document components to demonstrate full compliance with the requirements of IEC standards and the provisions of the EU Directive.
5. Declaration of Conformity
- The Manufacturer conducts a Declaration of Conformity to confirm that the factory's products comply with all applicable directives and standards and commits to be responsible for maintaining them throughout the validity of the CE marking certificate issued for the product.
